5. Poison Ivy, Batman
Poison Ivy is depicted as one of the world’s most prominent eco-terrorists. She is obsessed with plants, botany, and environmentalism. She uses toxins from plants and mind controlling pheromones for her criminal activities, which are usually aimed at protecting the natural environment. Fellow villain Harley Quinn is her recurring partner-in-crime and possibly her only human friend. She is best known as a villain of Batman and plays an important role in his rogues gallery and has proven to be one of his more powerful foes.
4. Cross, Iczelion
The sister of Chaos, Cross is one bad-a** lady. Tell ya what, go read the bio for Talpa in the Hall of Fame and you’ve pretty much got the same story here. Some ultimate universe-destroying evil, and 5 special armors (color coded, of course) that can prevent it from attaining its goals. I can testify for the Super Villanry that seeps from this chick’s pores. If you haven’t heard of this anime, and you’re into big-time boob shots in your action flicks, this is the one for you. However if you’re like me and you think showing naked women every two minutes illustrates a culture’s fairly disrespectful and demeaning perception of women, you might want to skip this one.
3. Ursula, The Little Mermaid

This manipulative, lip-pouting octopus has a mean hobby of collecting souls so that they can suffer in misery for the rest of their existence. She manipulates Ariel with empty promises in order to collect her soul and lure King Triton in the process.
2. Queen Beryl, Sailor Moon Series
I have to say, I’m not the expert in the Sailor Moon territory, But I do know that Queen Beryl was quite a thorn in the Sailor Scouts’ sides for a long time. The best thing about this Super Villainess is the fact that she never really lifted a finger herself. She sent henchman after henchman to be vanquished by Mercury Bubbles or some other innocuous-seeming attack. In spite of her obviously lax employee training, it took the Scouts forever to actually defeat her. Kudos to her for her longevity, and kudos for her belief in the “disposable henchmen” school of villainry.
1. Maleficent, Sleeping Beauty
Maleficent’s evil knows no bounds as all of her insidious plans are devised out of spite. The malicious enchantress casts a spell on Aurora to ensure that “Before the sun sets on her sixteenth birthday, she shall prick her finger on the spindle of a spinning wheel and die.” With her devil-like horns, she is easily seen as the most evil villain of all. If you don’t agree, look up “maleficent” in the dictionary and the definition will be “doing evil or harm”
BONUS
Hexadecimal, Reboot Series
Hexadecimal is more downplayed in the Reboot series than her brother Megabyte. She appears in very few episodes, but those in which she stars are episodes you’ll always remember. Her thrist for destruction is unrivaled and her ego is unquenchable. Is this chick creepy or what? She’s like that unnervingly odd art teacher that scared the bejeepers out of you in the first grade…all arm waving and overemphasized expressions and vocal inflection. And she’s got probably the best female take on the evil laugh I’ve ever heard.
